As Europe continues its energy transition, Capacity Markets (CMs) play a crucial role in ensuring adequacy and flexibility of the energy system. This study, conducted by Aurora Energy Research and commissioned by EUGINE, analyses the impacts of existing European CMs in countries such as France, Poland, Belgium, and Italy, and examines how their design elements impacted the recent auction results.
It explores design features – such as price caps, de-rating factors, and auction segmentation – and provides recommendations on how best to design new capacity mechanisms to ensure they support the resilience of the energy system over all time frames. The study also examines the interaction of the system adequacy with other policy objectives, such as decarbonisation and system services.
